Implementation Ordering

This document defines the recommended order in which Cobre’s specification-defined components should be implemented, accounting for dependency relationships between architectural layers.

Status: Content pending. This file exists to resolve cross-reference links from the Cross-Reference Index and related specs.

The implementation ordering covers the eight implementation phases referenced throughout the architecture and HPC specifications. The detailed ordering, rationale for sequencing decisions, and per-phase dependency graphs will be documented here.
